Andrew is an information management and GIS professional with over 25 years research and consultancy experience specialising in data analytics, data resource management and geographical information science. His current work spans a broad range of activities, from analytical work to assess data quality for guiding data improvements, technical projects for data architecture and design in support of database implementation, to high-level business engagements working with and advising senior level executives and management teams on data strategy, master data management and data governance.

Working in an independent capacity since 1999 he has advised and provided information and project management services to more than 20 government and private sector clients across diverse applications from environment management and planning to land and property, buildings, people and energy. This wealth of experience allows him to offer an extensive range of technical, analytical and strategic business information skills giving exceptional breadth and depth to his work. As an information scientist, his approach is informed by previous research appointments where he held principal investigator positions on several major international and national Earth observation and GIS programmes.

Andrew is well known for his work on national databases of land and property and as a subject matter expert on addressing and address data. Working for central government he advised on national projects for land use and brownfield land (1998-2006) and conducted independent reviews of address data and standards in 2002 and 2006. Since 2003 he has provided information management services to the Scottish Assessors to deliver an Internet Portal for national land and property data. This work is ongoing. More recently he has worked on the development of national address databases for the 2011 Census and the DECC National Energy Efficiency Data Framework and as land and property data architect on the Data Improvement and Digital Transformation programmes at Registers of Scotland.

Andrew has conducted numerous reviews and data quality assessments of government statistics, data series, systems and standards. He is an experienced technical programme manager with significant experience of delivering large scale database, data management and mapping projects. He has recent experience of data architect and business analyst roles working in agile development teams (Scrum/Kanban).

Andrew has strong communication and inter-personal skills enabling him to lead projects, run effective meetings, provide coaching and mentoring and build and coordinate project teams. He is an experienced conference and workshop presenter and facilitator.
